Kaeya is the 2nd freely obtainable character that you can get as you progress through the story. He is a Cryo damage dealer that can apply the element reliably. His main skill's cooldown is fairly low, making it a good skill to freeze enemies for a short duration. His elemental burst can also help you combo with your other elements since the effect stays even when you switch characters.
