First location that you need to complete is in Falcon Coast, which is southeast of Mondstadt city.
A mini seelie costs 280 iron coins, and there are 3 different mini seelies, but you can only redeem 1 type of mini seelie. From the descriptions, these mini seelies serves no purpose outside of the event, other than to accompany your character. There are also no differences between the 3 seelies, other than the color.
